Providers Hope CMS Rescinds Two-Midnight Rule
The most recent two-midnight rule guidance (released Feb. 24) by the Centers for Medicare and Medicaid Services (CMS) has been praised by the American Hospital Association (AHA) for providing "welcomed clarification"; however, the AHA still considers the policy "fundamentally flawed." The letter from CMS lists examples of common denials uncovered during the "probe and educate" audits and also instructs Medicare Administrative Contractors (MACs) to conduct these reviews until Sept. 30, 2014. Researchers Study Clinical Impact of the Two-Midnight Rule

The Journal of Hospital Medicine recently published a study on the clinical impact of the two-midnight rule on observation and inpatient status. The study was designed to uncover: "(1) Will the rule reduce observation encounter frequency? (2) Are short-stay (<2 midnights) inpatient encounters often misclassified observation encounters? (3) Do 2 midnights separate distinct clinical populations, making this rule logical? (4) Do nonclinical factors such as time of day of admission impact classification under the rule?" - read more...
